SENAYANPOST - Professor of Intelligence, General TNI (Ret.) Prof. Dr. A.M. Hendropriyono, along with prominent intellectuals, initiated the International (Open) Manifesto on the Philosophy of Intelligence.
This manifesto was established by the Faculty of Philosophy at Gadjah Mada University (UGM) on Monday, August 18, 2025.
This manifesto is a response to the phenomenon of global intelligence that has gone overboard, through actions such as proxy wars based on hoaxes, disinformation, and fabricated realities (simulacra) that endanger the truth and public trust.
INTERNATIONAL (OPEN) MANIFESTO ON THE PHILOSOPHY OF INTELLIGENCE
Preamble
We, the intellectuals, practitioners, and intelligence observers from around the world, realize some concerning trends in current international developments. The world is being beset by a wave of proxy wars carried out through hoaxes, disinformation, and simulacra—namely fabricated realities that obscure the truth.
This phenomenon not only divides the peoples of the world, it erodes public trust in institutions, the law, and truth itself. In line with our moral responsibility as part of the global community, we declare this Manifesto as an ethical call to restore intelligence's true function for the benefit of humanity and the preservation of the environment.
1. An Intelligence Paradigm for the Benefit of Humanity and the Environment
True intelligence deals not only with national security, but also with the security of human life and environmental preservation. The intelligence paradigm which we promote is humanistic, ethical, and future-oriented, prioritizing peaceful coexistence and ecological sustainability.
2. Universal Ethics as the Foundation for Intelligence Officers
Universal ethics must be the foundation of all intelligence activities. Intelligence, in essence, is the five senses of all peoples, functioning to observe, analyze, and warn. Without ethics, intelligence can easily become a tool of oppression and deception. With ethics, intelligence becomes a protector of truth and an enforcer of justice.
3. A Rejection of Dishonest Intelligence Practices
We reject all forms of dishonest intelligence practices—those which tend to be inaccurate and inappropriate—that result in prolonged suffering for humanity. Misleading intelligence is a moral violation of humanitarian responsibility.
4. Advancing the Philosophy of Intelligence as an Academic Discipline
